Putin and Modi in China for summit overshadowed by trade wars with US

Russian President Vladimir Putin and Indian Prime Minister Narendra Modi are among the twenty world leaders attending a regional security summit in China.

Ahead of the annual gathering of the Shanghai Cooperation Organisation (SCO) in the port city of Tianjin, Modi is holding talks with China’s president, Xi Jinping. It is Modi’s first time in China in seven years.

Putin, who is a close ally of China, arrived to a rolled out red carpet in Tianjin on Sunday.

The summit comes as US President Trump has imposed steep tariffs on Indian goods as punishment for Delhi’s continued purchase of Russian oil, and Putin faces threats of sanctions for his ongoing war on Ukraine.

There are 10 member states in the Beijing backed SCO – including Pakistan, Iran – and 16 dialogue partners and observers.

The summit itself is largely symbolic but will allow leaders to air common grievances and shared interests – and this year the gathering will be overshadowed by trade wars with the US.

The organisation was created by China, Russia and four Central Asian countries in 2001 as a countermeasure to limit the influence of Western alliances such as Nato.

This year’s gathering is the largest since the organisation was founded.

For Tianjin, the summit has become a major event with banners and billboards promoting it throughout the northern port city.

At night tens of thousands of local spectators have been cramming into the riverside area to see a lightshow displayed on tower blocks while the gathering is taking place.

The streets have been heavily crowded – making it difficult for people to even move, especially on and around the historic Jiefang Bridge.

During the day pedestrians are at times being made to wait as roadblocks go up to allow the motorcades of visiting world leaders to pass by quickly.

Taxis and other hire car services have been suspended in the downtown area, but this has not dampened the enthusiasm of crowds of people wanting to be part of what has been described as a historic meeting.

However, police have advised Tianjin’s more than 13 million residents to avoid moving around the city if possible and to stick to shops nearby them to purchase any immediate necessities.

The meeting comes days before the massive military parade that will mark 80 years since the end of World War II.

First week ‘critical’ to avoid children missing school later, parents told

Pupils in England who missed school during the first week back in September 2024 were more likely to be absent for large parts later in the year, figures suggest.

More than half (57%) of pupils who were partially absent in week one became “persistently absent” – missing at least 10% of school, according to government data first seen by the BBC.

By contrast, of pupils who fully attended the first week, 14% became persistently absent.

Education Secretary Bridget Phillipson said schools and parents should “double down” to get children in at the start of the 2025 term, which is this week for most English schools.

The Conservatives said Labour’s Schools Bill had dismantled a system that had “driven up standards for decades”.

A head teachers’ union said more support was needed “outside of the school gates” to boost attendance.

Schools have always grappled with attendance issues, but they became much worse after the pandemic in 2020 and schools closed to most pupils during national lockdowns.

Attendance has improved since, but it remains a bigger problem than before Covid.

Overall, about 18% of pupils were persistently absent in the 2024-25 school year, down from a peak of 23% in 2021-22 but higher than the pre-Covid levels of about 11%.

The Department for Education (DfE) said the data from the first week of the 2024-25 school year showed the start of term was “critical” for tackling persistent absence.

Karl Stewart, head teacher at Shaftesbury Junior School in Leicester, said his school’s attendance rates were higher than average and but there was a “definite dip” in the two years after Covid.

“I get why. Some of that wasn’t necessarily parents not wanting to send them in. It was because either they had got Covid or other things, they were saying, ‘We’ll just keep them off now to be sure’,” he said.

The school has incentives like awards and class competitions to keep absence rates down, and Mr Stewart said attendance had more or less returned to pre-Covid levels.

“When we have the children in every day the results are just better,” he said.

“If you’re here, that gives you more time for your teacher to notice you, for us to see all that good behaviour [and] that really hard work – and that’s what we want.”

But, like lots of schools, he said some parents still took their children on unauthorised term-time holidays to make the most of cheaper costs.

Others, he said, have taken children for medical treatments overseas to avoid NHS waiting lists.

The education secretary said that while attendance improved last year, absence levels “remain critically high, putting at risk the life chances of a whole generation of young people”.

“Every day of school missed is a day stolen from a child’s future,” Phillipson said.

“As the new term kicks off, we need schools and parents to double down on the energy, the drive and the relentlessness that’s already boosted the life chances of millions of children, to do the same for millions more.”

Parents can be fined upwards of £80 if their child misses five days of school without permission. Last year, a record number of fines for unauthorised family holidays were issued in England.

Phillipson told BBC Breakfast that fines remained “an important backstop within the system”.

“It’s not just about our own children, but the impact it has on the whole class – if teachers are having to spend time covering work they’ve already done, it is disruptive,” she said.

But the education secretary stressed that schools were asked to take a “support-first” approach and work with parents where there were wider issues affecting a pupil’s attendance.

The DfE said 800 schools were set to be supported by regional school improvement teams – through attendance and behaviour hubs.

These hubs are made up of 90 exemplary schools which will offer support to improve struggling schools through training sessions, events and open days.

It said it had appointed the first 21 schools that will lead the programme.

However, Pepe Di’Iasio, general secretary of the Association of School and College Leaders, said attendance hubs were not a “silver bullet” and a more “strategic approach” was needed.

“I think the government has worked really hard to improve attendance and it continues to be a priority for them, but there’s certainly more to do,” he told the BBC.

“So many of the challenges that [school leaders] are facing come from beyond the school gates – children suffering with high levels of anxiety, issues around mental health.”

He said school leaders wanted quicker access to support for those pupils and specialist staff in schools, but pupils also needed “great role models” in the community through youth clubs and volunteer groups.

Shadow education secretary Laura Trott said: “Behaviour and attendance are two of the biggest challenges facing schools and it’s about time the government acted.”

She added: “There must be clear consequences for poor behaviour not just to protect the pupils trying to learn, but to recognise when mainstream education isn’t the right setting for those causing disruption.”

China’s surging auto industry doesn’t signal a global takeover

China’s carmakers were responsible for 21 percent of global sales in 2024, according to consulting group AlixPartners. They are projected to account for 30 percent in 2030.  

China, already the world’s largest automobile market, “has overtaken Detroit as the center of the global auto industry,” writes the New York Times. The country’s manufacturers are not stopping there, however.

“China now has an incredible — and I would argue unprecedented — capacity to supply over half the global market for cars, which is typically around 90 million cars a year,” according to Brad Sester of the Council on Foreign Relations.

The scholar asks whether China will take over the global auto industry. The answer: Probably not. 

China’s automobile sector is certainly big. There are, after all, about 150 passenger car manufacturers in China — 97 domestic manufacturers and 43 joint ventures with foreigners. New companies are still entering the crowded market.

Some of those car companies are doing well. In an industry where 70 percent factory utilization is the general dividing line between profitability and failure, Tesla in China had the highest rate at 96 percent.

The company in its Shanghai “gigafactory” makes the Model 3 and Model Y sport-utility vehicles for both domestic and foreign sales. Shenzhen-based BYD, the world’s largest new-energy vehicle maker, enjoyed utilization rates of 80 to 85 percent in the 2022 to 2024 timeframe.

Many of the companies in China will not survive, however. Only about 15 percent of 70 Chinese carmakers tracked by Gasgoo Automotive Research Institute had a factory utilization rate last year of at least 70 percent.

The next trend in China, therefore, is easy to predict. 

“The consolidation has not yet truly begun,” Stephen Dyer of AlixPartners in Shanghai told Bloomberg. “In the end, it will slowly consolidate because car making is a truly cash-burning business. We expect to see maybe a dozen survivors.” 

Price wars started in early 2023 and have taken their toll. The discounting is the inevitable result of too much supply. Too much supply is the inevitable result of China’s economic model, which depresses consumption and prioritizes industrial production. 

As a result of this model, China’s internal market — around 25 million car sales per year — is not growing robustly.

In the last several weeks, the Chinese central government, alarmed by deep discounting, has stepped in to stabilize prices. Government action is only a temporary fix, however. China’s planners see exports as the longer-term solution. 

“China currently has the capacity to produce over two times its own domestic demand and is adding to that capacity quickly thanks to the rapid expansion of its electric vehicle sector,” Sester wrote. “It thus has almost unlimited potential capacity to export.”

And China is exporting, grabbing market share and decimating foreign car companies around the world.

In a rules-based trading system — China acceded to the World Trade Organization in December 2001 — Chinese manufacturers have been able to penetrate open markets. At the same time, Beijing has gamed rules and taken advantage of lax enforcement by others of their rights. As a result, China has largely been allowed to continue policies blocking access to its market.

“A U.S. system built around the ideal of openness and interdependence is facing off against a Chinese counterpart constructed as a fortress of control,” write Tom Orlik, Eric Zhu and Jennifer Welch of Bloomberg. 

“In a first-best world of free trade and market competition, the dynamism of the U.S. approach should win every time,” they point out.

But we do not live in that world. The writers dubbed our situation as “the second-best world of protectionism and economic statecraft.” They said this “theory of the second best” posits that “if one of the conditions for perfect markets is missing, sticking with the others — rather than finding a second-best accommodation — only makes things worse.”

“China’s state planners have spent decades developing tools for a second-best world,” they continue. These planners have, with numerous stratagems, successfully exploited that system. In practical terms, China is now forcing the rest of the world to accept a second-best system. 

As countries choose the second best — most notably the U.S. with President Trump’s ongoing tariff campaign — China’s industries will suffer, especially as others follow his protectionist lead.

That’s not good news for a Chinese car sector that has now become extraordinarily dependent on exports.

In 2024, BYD, which stands for “Build Your Dreams,” passed Tesla to become the world’s biggest-selling electric vehicle brand. Many believe the race between the two companies is just about over. 

It’s not. In a world where China is shut off from the most developed markets, China’s car industry and BYD, its leader, may be the ones without a future.

Initially rolled out to a select group in early August, the opt-in initiative allows users to contribute their cloud-stored footage to help train third-party AI models. With 2.45 million subscribers and 13 million hours of content in its cloud, GoPro plans to expand the program across the U.S. and potentially internationally.

Subscribers who opt in will receive 50% of the licensing revenue generated from their videos. CEO Nicholas Woodman praised the early response, calling it a promising sign for long-term impact. GoPro is currently in talks with multiple AI data licensees to meet rising demand for authentic, real-world video content that can enhance machine learning systems.

Verizon is down for many customers in the US

Verizon has confirmed to customers in stores and online that its network is having an issue on Saturday. Many people have been unable to connect and make or receive calls for hours, while DownDetector’s tracker peaked in the afternoon at around 3:30PM ET with more than 20,000 reports. Some customers report their service has continued to function throughout the day, so it’s unclear what the cause is exactly.

Downdetector’s outage map showed hotspots in many cities, and Verizon didn’t specifically list affected areas. On X, the @VerizonSupport account confirmed the issue in response to customers’ questions, but didn’t have additional details on restoration or how widespread it is.

Verizon’s Karen Schulz responded to our inquiry about the issue and confirmed the outage via email, saying,

We are aware of a software issue impacting wireless service for some customers. Our engineers are engaged and we are working quickly to identify and solve the issue. Please visit our Check Network Status page for updates on service in your area. We know how much people rely on Verizon and apologize for any inconvenience. We appreciate your patience.

Five arrests after protests at migrant hotels

The Metropolitan Police say they arrested five people after a group of masked men attempted to enter a hotel in west London housing asylum seekers on Saturday.

The men tried to get into the Crowne Plaza in Stockley Road in West Drayton through a rear entrance and damaged security fences, according to the Met.

Two anti-asylum groups, comprising around 500 people, marched to the Crowne Plaza at around 12:00 BST.

Fresh protests against hotels housing asylum seekers, as well as counter-demonstrations, also took place in parts of England and Scotland.

In Falkirk, Scotland, pro and anti-immigration protesters – numbering several hundred on each side – gathered outside a hotel housing asylum seekers.

Demonstrations also took place in locations including Warrington, Skegness, Barnwood in Gloucester and Portsmouth.

It came after the Court of Appeal on Friday overturned a temporary injunction, which would have blocked the Bell Hotel in Epping from housing asylum seekers.

Two men were charged following a protest in the town some hours after the ruling.

In west London on Saturday, a breakaway protest group moved towards the nearby Novotel hotel on Cherry Lane, where officers were also positioned, and some of the crowd also moved towards a Holiday Inn nearby.

Police said officers “enforced cordons in the area to prevent a breach of the peace and three arrests were made”.

Two more arrests were made as police dispersed the crowd.

Two officers suffered minor injuries and protesters did not gain entry to any of the hotels.

A Section 35 dispersal order has now been put in place, allowing officers to direct people to leave the area and not return if they suspect they may cause disorder.

Cdr Adam Slonecki, the senior officer in charge of policing London over the weekend, said “further arrests will be made if we need to tackle disorder”.

He added: “We understand strength of feeling on these issues, but where peaceful protest crosses the line into criminality, including injuries to our officers, we will take immediate action.

“We deployed additional officers to the area and five arrests have been made for offences including assault on a police officer, affray and violent disorder.

“Around 500 protesters were in the area, but most people have now dispersed from the immediate vicinity.”

Chicago plans to maintain peace amid federal deployment

Illinois Gov. JB Pritzker (D) has not yet received word about the Trump administration’s plans to send federal immigration enforcement officers and agents to Chicago after Labor Day, which the Democrat on Friday called “offensive.”

But the lack of official notice from the White House about what is expected to be a multi-agency federal deployment to Chicago next week isn’t stopping state and city officials from devising a strategy to maintain peace and prevent chaos from taking over city streets, Chicago’s police superintendent said this week.

On Thursday, White House border czar Tom Homan confirmed that “a large contingent” of U.S. Immigration and Customs Enforcement (ICE) officers will be sent to Chicago. Homan said that he would not disclose how many resources would be sent. The New York Times reported late Thursday that 200 Homeland Security officials would be sent.

The report, citing a draft report on the use of Naval Station Great Lakes near the Illinois-Wisconsin border, indicated that space for 250 department personnel had been requested. In addition, the plan asked for a tactical operations center and an incident command post, bathrooms, laundry facilities, parking for 140 vehicles and storage space for medical supplies and weapons including rubber bullets and tear gas.

White House deputy chief of staff Stephen Miller said Friday that he had no updates on Chicago but noted that the Trump administration is committed to the eradication of organized street violence across the country.

Using the deployment of the National Guard in Washington, D.C., as an example, Miller said Trump is “proud to be using federal law enforcement and our National Guard to make this city safe and peaceful for Americans.”

The Trump adviser, without providing specifics on what is planned for Chicago, added that cities that have “sanctuary” policies in place are the jurisdictions Trump is targeting for large-scale operations. On Thursday, Homan said New York City, Portland, Ore., and Seattle could all be in play for similar post-Labor Day federal law enforcement operations, along with Chicago.

Pritzker said Friday that plans for the upcoming operation in the Windy City have little to do with law enforcement, but rather about Trump’s efforts “to invade” Democrat-led cities including Chicago.

“A U.S. president invading an American city with troops …. I’ve never heard of such a thing,” the governor said. “It shouldn’t happen. You call up the National Guard when you have an emergency. There is no emergency here.”

However, he acknowledged that should the operation focus on immigration enforcement, as has been reported, there is little state and city officials can do to prevent DHS officers and agents from being deployed to Chicago.

The city was among the first places Homan postured toward after Trump took office. During a two-day enforcement operation just a week after the inauguration, ICE officers made more than 1,300 arrests of migrants, which Homan on Thursday said included the removal of seven child predators.

During that operation, Pritzker said ICE officers were “literally scaring the heck” out of residents in Chicago’s Hispanic communities. The Democratic governor compared the president’s plans to the federal deployment of troops to Los Angeles this summer.

A source with direct knowledge of plans for the Chicago operation told NewsNation that the Los Angeles deployment is the blueprint for what could be coming to the Windy City as early as late next week.

“The intentions here are clear,” Pritzker said Friday. “Nothing to do with actually enforcing the law, nothing to do with actually keeping the peace. They want to inflame something. That’s what they want.”

What Chicago planning could look like

Pritzker said that Chicago will prepare for possible deployment of troops and possible protests similar to what the city did ahead of the Democratic National Convention last summer.

He added that the Chicago Police Department is working in conjunction with the Illinois State Police and civilian law enforcement at the federal and state levels. On Thursday, Chicago Police Superintendent Larry Snelling said that should the Trump administration send ICE officers or federalize the National Guard, all Chicago Police Department officers will be required to wear uniforms that clearly identify them.

Snelling said that his department will not interfere with the work of federal immigration enforcement officers and agents and will not prevent them from doing their job. However, he made it clear that officers would not cooperate with immigration enforcement, which is prohibited under the Illinois Trust Act.

“If we know that it’s only immigration enforcement going on, our officers will not be in those areas assisting in any way when it comes to immigration enforcement,” the police superintendent added.

Like Pritzker, Chicago Mayor Brandon Johnson (D) said that his office has not received official word from the Trump administration about any federal deployment of troops. In a statement issued Thursday, Johnson said the reported operation “seems to be a rerun of (federal) tactics in Los Angeles.”

He added: “We reject any attempts that put Chicagoans in danger as a means of furthering the president’s political ends.”

Yet, as the city braces for an operation that could begin within a week, Snelling said his department’s top priority is providing protection to Chicago residents and to “maintain peace in the city and make sure we’re not stoking fears through the neighborhoods and we don’t have people running scared and it doesn’t create chaos on our streets.”
