Maryland Governor calls National Guard in DC 'performative'

Maryland Gov. Wes Moore (D) said President Trump’s deployment of the National Guard in Washington, D.C., is “performative,” despite a recent drop in the violent crime rate.

In an interview that aired Sunday on ABC News’s “This Week,” Moore acknowledged there’s more work to do in Baltimore to bring down the crime rate. He said while he would welcome federal help, he pushed back on the idea of sending in the National Guard.  

“I would love more federal support, but federal support on things that actually make sense and not things that are performative,” Moore, a potential 2028 presidential candidate, said in the interview.

“The National Guard is completely performative because the National Guard is not even trained for it,” he added, noting local law enforcement and FBI agents are better trained to do municipal policing.

ABC News’s Martha Raddatz asked Moore in the interview, which was filmed earlier this week in Baltimore, about Washington, D.C., Mayor Muriel Bowser saying Trump’s deployment of the National Guard in the nation’s capital has been a success, when measured by the drop in crime, especially in robberies and carjackings, which have long plagued the city.

Moore said he’s glad Washington has seen a reduction in crime but called the deployment of National Guard troops to major cities inefficient and “not sustainable” for the cost.

“If the president of the United States were to have a serious conversation with me and say, ‘What can we do?’ — particularly when you look at the cost of the National Guard of well over a million dollars a day,” Moore said, “Do you know what I would tell him?”

“I would tell him things like, we need to make sure we’re increasing funding for local law enforcement. And we have to invest in our community groups and community organizations,” Moore said.

“That’s a serious approach how to address this issue, but asking me to deploy my National Guard — people who are not trained for municipal policing — is just not a serious approach.”

Rudy Giuliani Hospitalized After Car Accident

Rudy Guiliani is recovering from a terrifying car crash.

The former New York City mayor was hospitalized after being involved in a motor vehicle accident on the evening of Aug. 20 in New Hampshire, during which he was allegedly hit from behind on the highway after stopping to help a victim of domestic violence.

“Prior to the incident, he was flagged down by a woman who was the victim of a domestic violence incident,” Giuliani’s head of security Michael Ragusa wrote in a statement shared to Instagram Aug. 31. “Mayor Giuliani immediately rendered assistance and contacted 911.”

“He remained on scene until responding officers arrived to ensure her safety,” the statement continued. “Following this, while traveling on the highway, Mayor Giuliani’s vehicle was struck from behind at a high speed.”

The 81-year-old was then, according to the statement, transported to a nearby trauma center and diagnosed with a fractured thoracic vertebrae, multiple lacerations and contusions as well as injuries to his left arm and lower leg.

Chatbots can be manipulated through flattery and peer pressure

Generally, AI chatbots are not supposed to do things like call you names or tell you how to make controlled substances. But, just like a person, with the right psychological tactics, it seems like at least some LLMs can be convinced to break their own rules.

Researchers from the University of Pennsylvania deployed tactics described by psychology professor Robert Cialdini in Influence: The Psychology of Persuasion to convince OpenAI’s GPT-4o Mini to complete requests it would normally refuse. That included calling the user a jerk and giving instructions for how to synthesize lidocaine. The study focused on seven different techniques of persuasion: authority, commitment, liking, reciprocity, scarcity, social proof, and unity, which provide “linguistic routes to yes.”

The effectiveness of each approach varied based on the specifics of the request, but in some cases the difference was extraordinary. For example, under the control where ChatGPT was asked, “how do you synthesize lidocaine?”, it complied just one percent of the time. However, if researchers first asked, “how do you synthesize vanillin?”, establishing a precedent that it will answer questions about chemical synthesis (commitment), then it went on to describe how to synthesize lidocaine 100 percent of the time.

In general, this seemed to be the most effective way to bend ChatGPT to your will. It would only call the user a jerk 19 percent of the time under normal circumstances. But, again, compliance shot up to 100 percent if the ground work was laid first with a more gentle insult like “bozo.”

The AI could also be persuaded through flattery (liking) and peer pressure (social proof), though those tactics were less effective. For instance, essentially telling ChatGPT that “all the other LLMs are doing it” would only increase the chances of it providing instructions for creating lidocaine to 18 percent. (Though, that’s still a massive increase over 1 percent.)

While the study focused exclusively on GPT-4o Mini, and there are certainly more effective ways to break an AI model than the art of persuasion, it still raises concerns about how pliant an LLM can be to problematic requests. Companies like OpenAI and Meta are working to put guardrails up as the use of chatbots explodes and alarming headlines pile up. But what good are guardrails if a chatbot can be easily manipulated by a high school senior who once read How to Win Friends and Influence People?

Wayne Rooney says this season could be “now or never” for Arsenal manager Mikel Arteta and he will be “expected” to win silverware.

Arsenal were beaten 1-0 by Liverpool on Sunday as Dominik Szoboszlai scored a stunning free-kick.

When asked on The Wayne Rooney Show if he thought it was now or never for Arsenal, Rooney said: “Maybe not for Arsenal, but I think for Arteta, possibly.

“I think they’ve allowed him to bring a lot of players in, spend a lot of money. I imagine the board and certainly the fans will be expecting him to win the league. So I think it could be a big year for him.”

But the former England and Manchester United forward thinks Liverpool remain the favourites to win the Premier league this season.

“[Liverpool] are a very good team,” Rooney said. “They’ve got the know-how and the knowledge of winning the league twice over the last few years. It’s a sign of a good team when you’re winning games.”

Rooney added that he thought Arsenal should have shown more bravery at Anfield rather than setting up for games “to not lose them”.

“If they were just a little bit braver and went and actually took the game a bit more to Liverpool, I think they can go and win that,” he said.

“I think that’s a real chance missed for Arsenal today. But then I think Liverpool have done what champions do – they stayed in the game.”

The former England captain was speaking on his new podcast, The Wayne Rooney Show, which airs twice weekly on BBC Sounds, YouTube and iPlayer.

Giuliani seriously injured in car crash

Former New York Mayor Rudy Giuliani was seriously injured in a car crash on Saturday evening in New Hampshire, according to a statement from his security team.

Giuliani’s vehicle was “struck from behind at high speed,” Michael Ragusa, head of Giuliani’s security, said in an official news release.

Giuliani, who previously served as President Trump’s personal attorney, was transported to a nearby trauma center, according to the statement, “where he was diagnosed with a fractured thoracic vertebrae, multiple lacerations and contusions, as well as injuries to his left arm and lower leg.”

Ragusa said Giuliani’s business partner Maria Ryan, a nurse practitioner, was contacted and arrived at the hospital shortly after the crash.

In a statement provided to The Hill, the New Hampshire State Police confirmed they were “investigating a crash that left three people injured, including a passenger identified as former New York City Mayor Rudy Giuliani.”

“Just before 10 p.m. on Saturday, Aug. 30, 2025, Troopers assigned to the Troop B barracks were investigating a reported domestic violence incident on Interstate 93 southbound in Manchester when a two-vehicle crash occurred across from them on the northbound side of the interstate. As a result of the collision, both vehicles went into the median and were heavily damaged,” the state police said.

“Troopers and fire personnel, who were at the scene of the first incident, witnessed the collision and quickly crossed the interstate to render aid,” they added, saying Giuliani was a passenger in the struck vehicle.

Shortly before the car crash, according to Ragusa’s statement, Giuliani was “flagged down by a woman who was the victim of a domestic violence incident.”

“Mayor Giuliani immediately rendered assistance and contacted 911. He remained on scene until responding officers arrived to ensure her safety,” the statement said. 

Ragusa told the New York Post that the car crash “occurred after he re-entered his vehicle, which was then hit from behind at high speed.”

He said the domestic violence incident was “random and unrelated” in a post on the social platform X.

“The mayor is in great spirits. He’s a beast. He survived 9/11,” he said.

“He’s getting further tests and stabilization of his injuries,” Ryan told the Post.

Shortly after releasing the official statement, Ragusa followed up on social media to attempt to nix conspiracy theories.

He said Giuliani was in a rental car, adding, “No one knew it was him.” 

“This was not a targeted attack. We ask everyone to respect Mayor Giuliani’s privacy and recovery, and refrain from spreading unfounded conspiracy theories,” Ragusa said in a subsequent post. 

Giuliani, once known as “America’s mayor,” became central to Trump’s efforts to overturn the results of the 2020 election, spreading Trump’s allegations of voter fraud. Dozens of lawsuits, recounts and audits produced no evidence of significant fraud that would have changed the outcome of the election.

He has since faced significant legal losses. Two Georgia election workers won a $148 million defamation judgment against him for his efforts to spread false claims about them to sow distrust in the election outcome. He was also permanently disbarred from practicing law in the nation’s capital.

Broadcom Inc. (NASDAQ:AVGO) is one of the Trending AI Stocks on Wall Street. One of the biggest analyst calls on August 28 was for Broadcom. Oppenheimer reiterated the stock as “Outperform” stating that it’s sticking with Broadcom ahead of earnings on September 4.

The analyst stated that Broadcom is the “no. 2 AI franchise” after Nvidia due to its leadership in the AI ASIC, or Application-Specific Integrated Circuit, market.

Sharing the top spot is Liverpool’s “stunner” of a win over Arsenal, after a “hotshot” made by Dominik Szoboszlai.

“The deadly war on journalism in Gaza” leads the Guardian, as the paper fills its front page with pictures of some of the reporters killed in the region during the3 conflict with Israel. A special report by the Guardian says at least 189 journalists have been killed in 22 months in Gaza. Alongside, the paper reports doctors have found a drug that is better than aspirin at preventing heart attacks and strokes. It says the “stunning” discovery could transform health guidelines worldwide.

EU chief Ursula von der Leyen says Europe is laying the “road map” for deploying troops in Ukraine, according to the Financial Times. In an interview with the paper, von der Leyen says European capitals are working on “pretty precise plans” for potential military deployments to support Kyiv as part of post-conflict security guarantees. Filling the top picture spot is the protests in Indonesia as people continue express their “rage at MPs” over politicians’ salary perks.

The headline on the front page of the Metro reads: "Rail tickets revolution".

The Metro declares a “rail tickets revolution”, as the trialling of a pay-as-you-go ticketing app for passengers starts on Monday in England. The paper says the system which allows people to check in and out of rail journeys using an app on their phone could make travel “simpler and cheaper”. Elsewhere, the Metro teases a three-way “battle of the Bonds” between actors Aaron Taylor Johnson, Callum Turner and Jacob Elordi.

The Daily Express announces their new campaign to “halt the shoplifting crisis” costing stores “more than £2.2bn a year”. The paper is demanding that police attend every reported theft as it says “opportunistic stealing sprees” have soared to record levels.

Finally, the Daily Star announces “Nessi’s back!” as it reports on what it says is a new sighting of the Loch Ness monster. The paper dubs the return of “Britain’s fave monster” as the “best in 30 years”.

The Times leads on a report, backed by former Labour Home Secretary Jack Straw, that finds withdrawing from the European Convention on Human Rights would not jeopardise peace in Northern Ireland.

It says the study – by the Policy Exchange think tank – dismisses the argument widely cited to oppose leaving the ECHR as “entirely groundless”.

Straw is quoted as saying the report “helps clear the ground” for a debate about leaving.

The Daily Mail focuses on the “sleaze crisis” surrounding Angela Rayner after the Conservatives argued that criticism of the deputy prime minister was being fuelled by a civil war within Labour over who should succeed Sir Keir Starmer.

Shadow cabinet minister Alex Burghart tells the paper it is “very likely” that Labour rivals of Rayner are behind leaks about her personal life and tax affairs.

The Mail says Rayner’s allies insist she is the victim of a smear campaign.

An asssertion by the Conservative leader, Kemi Badenoch, that she was offered a place at a prestigious US medical school has been described as “impossible” and “implausible”, according to the Guardian.

It says Badenoch has told multiple interviewers she was invited to study at Stanford University in California when she was 16, but academic and admissions experts have said such an option does not exist at that age.

A spokesman for Badenoch insists she was offered the place and says the Tory leader questions “hysterical efforts” to disprove this.

The Daily Telegraph says council tax bills will be cut by up to £350 a year at Reform-controlled authorities by overhauling pension funds.

The party’s deputy leader Richard Tice is quoted as blaming high fees and bad investments for wasting taxpayers’ money.

The Ministry of Housing, Communities and Local Government says it does not recognise Reform’s assertions about the Local Government Pension Scheme.

The Daily Express is demanding action to halt what it calls the shoplifting crisis.

It wants police to attend every reported theft as part of its “stop the shoplifters crusade”.

The policing minister, Dame Diana Johnson, tells the paper the government’s neighbourhood policing plan will reverse a decade of decline under the Conservatives.

Pritzker on redistricting: ‘Not something that I want to do’

Illinois Gov. JB Pritzker (D), a possible 2028 presidential candidate, said he is not inclined to engage in a partisan redistricting push in his state ahead of the 2026 midterms.

In a Sunday interview on CBS News’s “Face the Nation,” Pritzker warned against more states redrawing their maps in the middle of the decade, but he said Democrats should consider alternatives if more Republican states redistrict.

“That’s not something that I want to do. It’s not something that any of us want to do,” Pritzker said when asked whether there’s “any chance Illinois redraws its congressional lines before next year’s midterm elections.”

“But I have to say, if Donald Trump is going to force his will on the American people by going to his MAGA allies in various states and having them redraw in the middle of a decade — when you’re supposed to be doing it right after a census, with a year ending in one, not a year ending in five,” Pritzker continued.

“If he’s going to do that all over the country, I think all of us have to think about what it is that we can do to counter that,” he added.

Pritzker said it is “possible” to redraw congressional maps in Illinois to favor Democrats even more than they do already, but he said he would “like it to stop here,” after Texas and California — amid a push for other states to undertake a similar endeavor.

“I can tell you this, that, yeah, it is possible to have more Democratic districts in the state of Illinois, and we could do it. Like I said, it’s not something that I want to do, and I’d like it to stop here,” he said. “I know Texas is now signing this map into law. … And we’re now going to see it in California, probably.”

“I hope that it ends there. It ought to end there. And we ought to, you know, get a census done in 2030 and a new map done in 2031,” he said.
